Delivering its verdict on the petition for delimitation of Lok Sabha and Assembly seats in Jammu and Kashmir, Justice Sanjay Kishan Kaul and Justice AS Oka's bench said, 'We have given the condition that the issue of Reorganization Act is pending before this court and we have not said anything on its merits. The bench said that nothing in this judgment shall be construed as allowing the exercise of powers under Article 370. Otherwise this petition is dismissed.
