What is Chidambaram’s allegation

Chidambaram said that the Governor of Tamil Nadu has Has given a ‘bizarre and peculiar’ definition of not giving assent to the passed bills and said that it means that the bill is over. Reacting to the Governor’s remarks, Chidambaram said that in true sense when a Governor does not give assent without any valid reason, it means that parliamentary democracy is dead. The governor is bound to assent to or withhold or return the bill. If the bill is passed again, the governor is bound to give assent.
