Pakistan based Harkat-ul-Jihad-Islami terrorists Shamsher Nai, Imran Zafarwal, Rafiq Nai have been involved in running narco-terror finance module in Rajouri-Poonch-Mendhar sectors. Apart from this, he recruited youths to make them terrorists. Along with this, he was also involved in coordinating the infiltration activities. The reason for handing over the investigation to NIA is to unearth the conspiracy behind the terror attacks apart from the FIRs, as most of the attacks are being carried out from across the border.
