Manipulative government is not practiced only in India, Fiji is also not untouched by it. There has been a change of power here recently and the government has been formed with one vote. The Prime Minister was supposed to inaugurate the Hindi conference, but the Parliament session was going on and he did not want to take any risk by leaving the session.
