In fact, the Delhi High Court asked the Delhi government to ensure strict compliance of the Motor Vehicles Act, including the Standard Operating Procedure (SOP) while taking electronic copies of driving licenses and other transport related documents.
No further order required to be passed in this matter: Court
Chief Justice Satish Chandra Sharma On a PIL seeking upgradation of technology and infrastructure to monitor violations of traffic rules, the presiding bench observed that no further orders are required to be passed in the matter as the Central Government has taken steps in this regard and Delhi Government is strictly following the statutory provisions and protocols.
Amendments have been made in the Motor Vehicle Act

The citizen should not face any problem in the matter of payment of fine

Delhi government replied to the court
The court said that December, 715 It has been clarified in the SOP that the certificate in digital form are acceptable so that the citizens do not face any difficulty in the matter. The Delhi government said it is ensuring strict enforcement of the Motor Vehicles Act and state-of-the-art equipment is being used by the traffic police.
