“Pursuant to clause (1) of article 239 of the Constitution, the President hereby directs that the National Capital Territory of Delhi, the Andaman and Nicobar Islands, Dadra and Nagar Haveli and Daman and Administrator or Lieutenant Governor of Diu, Chandigarh, Puducherry and Lakshadweep, under the control of the President and until further orders, Industrial Relations Code, 2020 ( ) shall exercise the powers and discharge the functions of the appropriate Government or State Government, except to make rules for such areas as the National Capital Territory of Delhi, the Andaman and Nicobar Islands, Dadra and Nagar Haveli and Daman and Diu, Chandigarh, The Union Territories of Puducherry and Lakshadweep are required to make rules either as appropriate Government or State Government.”
