Besides Justice Nazeer in the bench, Justice B.K. R. Gavai, Justice B. V. Nagaratna, Justice A. s. Bopanna and Justice V. Ramasubramanian are also included. But Justice B. V. Nagaratna said that the notes of the 35 and 1000 series of rupees could have been canceled only by making a law and not through notification. Justice Nagaratna said, “There should have been a discussion in the Parliament about bringing the demonetisation law. It should not have been done through gazette notification. Parliament cannot be kept aside in such an important matter for the country.” He said that the Reserve Bank did not consider the matter independently, it was only asked for opinion which cannot be called the recommendation of the central bank.
