According to village sarpanch Ved Sisodia, Govind Kumar Banwari was an APSF soldier in Katihar district of Bihar. This was where he was stationed. From here, he had come to Nagaland to conduct elections. He had fallen asleep in the police van on the way back from there. He could not get up afterwards. Other fellow soldiers took him to hospital for treatment. Doctors pronounced him dead. The relatives have been informed.
