New Delhi : Central Vigilance Commission (CVC) on backfoot for not getting retired officers to investigate corruption cases. has arrived. A report in the news agency Bhasha said that the CVC has withdrawn the guideline, which prohibited the involvement of retired personnel in the investigation of corruption cases, citing misunderstandings created in many areas. Tell that the CVC had issued an order in August, 2000 saying that full-time employees should be appointed as vigilance officers in the departments. and a retired employee shall not be appointed as a consultant.
Please be informed that in an order issued on 20 Jan. Public sector banks, insurance companies and central government departments were told not to involve retired personnel in the investigation of corruption cases. The commission issued this direction after it was found that some organizations were appointing retired employees as inquiry officers contrary to its nearly two-decade-old guidelines.
Holding Vigilance Officers Accountable ImportantWith this the Vigilance Commission had said That vigilance officers in the departments should also be made accountable for the investigation of corruption cases. Disciplinary action should also be taken against them if confidentiality is compromised in the discharge of the duties assigned to them. The Commission has said that if retired officers are made Inquiry Officers, they cannot be proceeded against for misconduct, as disciplinary rules do not apply to them after retirement.
CVC issued new order
CVC has now issued a fresh circular withdrawing last month’s guidelines . In the latest order issued by the CVC on February i.e. Wednesday, it has been said It has been brought to the notice of the Commission that its circular issued regarding appointment of retired officers in departmental inquiry has created misunderstanding in some areas. The matter has been examined and the said circular stands withdrawn.
